Upgrade Shipyard: Level 3 is one of the first station missions in Star Trek Fleet Command. Its only objective is to raise your Shipyard to level 3. It needs just warp 1 to start and finish, and the game lists a recommended level of 1. The reward is 75 Tritanium, and completing it unlocks Construct Drydock B, the mission for your second drydock. It is a tiny payout, but it keeps the station chain moving toward a second ship.
Upgrade Shipyard: Level 3 objectives
The story line says to upgrade the Shipyard to gain access to new and more powerful ships. There is one objective and no choice split:

No system is named, no hostile is listed and nothing is donated. The mission clears as soon as the Shipyard reaches level 3.

Warp 1 to start and warp 1 to complete, with no pickup system. Everything happens on your station.
The recommended level is listed as 1. At this point in the game the only thing standing between you and the reward is a short Shipyard upgrade.

How Level 3 compares with the early Shipyard missions
The first Shipyard Missionen each pay a small amount of Tritanium, rising by 25 per level. Current game data:

Where it sits in the station chain
The early station missions form one chain. Before this one, Aufwertung der F&E-Abteilung auf Stufe 4 leads into Upgrade Shipyard to Level 2, which leads here. In current game data, the Shipyard itself unlocks at Operations 5 and R&D Department 4, and the R&D Department 4 mission sits right before the Shipyard missions begin.
After Level 3, the chain moves to Construct Drydock B. That mission’s story line is about building a second drydock to deploy an additional ship for active use and station defense, and it pays 120 Tritanium and a 1 Minute Repair Speed Up.
What the Shipyard does early on
The Shipyard raises Ship Construction Speed and Tier Up Speed for all your ships. Both buffs start at level 2 with 3% and reach 6% at level 5, so the first few levels add small but steady gains.
Tips
Keep upgrading while the chain is short. Early Shipyard levels finish quickly, and each one unlocks the next station mission straight away.
