Upgrade Parsteel Warehouse to Level 3 is one of the first station missions in Star Trek Fleet Command. Its only objective is to raise the Parsteel Warehouse to level 3, it needs just warp 1, and the game lists a recommended level of 1. The reward is 30 Tritanium, and completing it unlocks the next station mission. The upgrade costs very little and takes minutes, so this is a quick step in the opening run of building Missionen.

The story line explains the building’s job: the Parsteel Warehouse is upgraded to store more Parsteel in the form of ingots. There is one objective and no choice split:

Warp 1 to start, warp 1 to complete, no pickup system. The whole mission happens on your station. The recommended level is listed as 1, and the upgrade is the only requirement.

Level 3 needs Operations 3 and Parsteel Generator A at level 3. The mission just before this one asks you to raise that generator to level 3, so by the time this mission appears the requirement is usually already met.

These early missions pay a few dozen Tritanium each. That is small, but Tritanium Generator A only unlocks at Operations 6, so before then missions like these are a main way to pick up Tritanium at all. The warehouse missions keep going for a long time, with level 27 paying 100,000 Tritanium.
Tips
Do it as soon as it appears. Seventy Parsteel and four minutes of base build time are trivial, and finishing it keeps the chain of station missions moving.
Raise the generators and the warehouse together. The Parsteel Warehouse levels are gated on Parsteel Generator A and B, so upgrading the generators first keeps the warehouse missions open.
