Upgrade Operations to Level 37 is a station mission in Star Trek Fleet Command with a single objective: raise your Operations building to level 37. It needs only warp 1 to start and finish, and the game lists a recommended level of 1, so the upgrade itself is the only real requirement. The reward is 8,000,000 Tritanium and one 3 Hour Repair Speed Up, and completing it unlocks the next mission in the series. If Operations 37 is on your build list, this is free Tritanium.
Upgrade Operations to Level 37 objectives
The story line reads “Operations houses the command center and the Station’s main computer.” There is one objective and no choice split:

No system is listed, no hostile has to be beaten and nothing is donated. The mission clears when Operations reaches level 37.

Warp 1 to start, warp 1 to complete, and no pickup system. Every step happens on your station.
The recommended level is listed as 1. In practice the mission only completes once your station reaches Operations 37, so that upgrade is the gate.

Level 37 adds 500,000 Tritanium over Level 36 with the same single 3 Hour Repair Speed Up. The next step, Level 38, is a bigger jump: another million Tritanium and a second 3 Hour Repair Speed Up.
Taken together, the Missionen for Levels 36, 37 and 38 pay 24.5 million Tritanium and four 3 Hour Repair Speed Ups, so the three upgrades in a row are worth planning as a block.
Tips
Operations 37 is also the objective of USS Franklin-A Teil 1, which pays a Franklin Warp Interlock Mk. II for the same upgrade. Both missions ask for the same upgrade, so it is worth having the Franklin-A chain running when Operations 37 is on the way.
Keep the 3 Hour Repair Speed Up for a badly damaged combat ship rather than a quick patch job. A single one covers a long repair.
