Upgrade Operations to Level 33 is a station mission in Star Trek Fleet Command with one objective: raise your Operations building to level 33. It needs only warp 1 to start and finish, and the game lists a recommended level of 1, so the upgrade itself is the only real requirement. The reward is 5,000,000 Tritanium and two 1 Hour Repair Speed Ups, and completing it unlocks Upgrade Operations to Level 34. The Tritanium alone is more than the upgrade’s own Tritanium cost.
Upgrade Operations to Level 33 objectives
The story line says Operations houses the Command center and the Station’s main computer. There is a single objective and no choice split:

No system is named, no hostile is listed and nothing is donated. The mission clears as soon as Operations reaches level 33.

The recommended level is listed as 1, but the mission only completes once Operations 33 is built, so the upgrade and its requirements are the real gate.

From Level 31 to Level 35 the reward rises by a flat 1,000,000 Tritanium per level, and the repair speed ups stay at two 1 Hour ones throughout.
Tips
Bank the Tritanium for Operations 34. That upgrade costs 3,262,500 Tritanium in current game data, so the 5,000,000 from this mission covers it with room to spare. Operations 34 also asks for Shipyard 33, Schatzamt 1 and Defense Platform D 33, so check those while Operations 33 is building.
