Scapegoats is a five-part Star Trek Fleet Command mission chain with the Lower Decks crew of the USS Cerritos. A shore leave on Risa turns into a smuggling job for a man named Kevin, and the gang ends up dodging Klingonen and Romulans before Kevin has to answer for it. Every part is recommended for level 25, warp to complete climbs from 5 to 22, and the chain starts on Risa. It pays shards for three Lower Decks Offiziere, D’Vana Tendi, Beckett Mariner, and Sam Rutherford, plus ship parts and speed ups. It is worth running for the officers, though the later fights hit hard for the level.

The gang takes shore leave on Risa and runs into an old akademie nemesis of Boimler’s at the bar. There is no fighting here, only a steep bar tab.

Kevin offers the gang a lucrative business opportunity. You find a quieter spot on Risa to talk it over, head back to the Cerritos, beam up the shipment, and then clear a batch of hostiles.

Back on the Cerritos, the crew has to deal with some angry Romulans. After reporting to Captain Freeman and surviving the Romulanisch attack, you pay your share of the smuggling fallout and go looking for help from one of Mariner’s contacts.

Kevin must answer for his crimes. You meet him in Alhazar, and the mission asks what to do about him. Both paths pay Sam Rutherford shards and the same Officer XP; the difference is the cost and which ship parts you get.

Tips for completing Scapegoats
Stock up on Ressourcen before you start. Part 1 asks for 1M Parsteel just to pay the bar tab, Part 4 takes 150,000 Tritanium for the Romulans, and Path A in Part 5 costs 30,000 Dilithium. None of these are huge on their own, but having them ready keeps the chain moving.
The first two parts are gentle: warp 5, no named enemies, and only the 15 hostiles of level 25 or higher in Part 2. That changes in Part 3. The Klingon in Gemet (around 296,419), the Romulan ship in Hann (around 293,839), and Kevin’s ship in Path B of Part 5 (around 296,419) are all far above what a typical level 25 ship fields. Bring your strongest combat ship and a battle crew, and do not be surprised if you need to level up before these steps.
If Kevin’s ship is too much for you, Path A in Part 5 skips that fight for 30,000 Dilithium. You still get the Rutherford shards and the Officer XP, and the only change is Battleship Parts in place of Interceptor Parts. Pick the path whose ship parts match the hull you are building.
Warp stays low early and rises to 18 for Parts 3 and 4 and 22 for Part 5. Plan the Hann, Gemet, S’mtharz, and Alhazar legs around your ship’s range. For more chains at this level, see the STFC mission guide.
Are the Scapegoats rewards worth it?
Yes for Lower Decks fans. Three different officers get shards, one each in Parts 1, 3, and 5, and you also collect 115,000 Officer XP, 90 3★ Explorer Parts, 220 3★ Battleship or Interceptor Parts, 61 speed ups, and a spread of 3★ refined materials. The resource costs are modest. The real barrier is the three fights near 300,000 strength, so if your ship cannot win them yet, bank the early parts and come back later.
