Scattering Crows is a standalone combat mission in Star Trek Fleet Command where you save an Independent scientist and his family from the hostiles ravaging his colony. The single objective is to defeat 15 level 24 hostiles. It can be picked up in any of ten systems, needs warp 19, and pays 150,000 Parsteel. The game lists a recommended level of 1, but the level 24 targets set the real bar.

Scattering Crows has ten pickup systems: Bazamex, Woxoxit, Wauoxic, Metea, Nipaj, Loiat, Mapic, Eagutim, Loaiy and Vosak. It needs warp 19 both to start and to finish, so any of those pickup points within your range will do.
The recommended level is listed as 1. In practice you need a ship that can beat level 24 hostiles repeatedly, which is the level to judge it by.
Scattering Crows rewards
The reward is 150,000 Parsteel, which works out to 10,000 Parsteel per kill. Scattering Crows does not unlock another mission, and the objective and reward are the same whichever of the ten systems you take it from.

Scattering Crows asks for the same number of kills as Savage Lands, but at a much higher hostile level, and it pays thirty times the Parsteel. Rabid Dogs is the smallest of the three, with only 3 kills needed, and pays recruit tokens instead of Parsteel. All three are standalone jobs that do not lead into another mission.
Tips
Take the mission from the pickup system closest to where you already hunt. With ten options, there is usually one near your normal route.
Look for level 24 hostiles specifically. The objective names that level, so spending fights on weaker targets is wasted effort.
