The Suliban Cabal is a neutral Interceptor-class hostile in Star Trek Fleet Command, roaming systems from level 19 to 27 at warp 16 and 17. It only spawns as an Interceptor, and every kill drops Parsteel, the game’s most basic building resource. How to beat the Suliban Cabal

The Suliban Cabal appears only as an Interceptor, so you counter it with an Explorer. In the hull triangle, Explorers beat Interceptors, which means an Explorer of the right tier takes less damage and deals more against this target than a same-tier Battleship or Interceptor would. There is nothing to swap between levels here. One Explorer covers the whole 19 to 27 range.

Interceptors like the Suliban Cabal lean on fast weapons, and this one weights its damage toward two Kinetic guns that swing on alternating rounds. An Explorer’s larger hull pool soaks those hits better than a thin Interceptor would, which is the practical reason the counter matters here beyond the on-paper bonus. As you climb from level 19 to 27 the target’s total strength rises from about 16,000 to over 74,000, so keep your Explorer’s tier and level moving up alongside it rather than grinding the top levels in an under-leveled ship.

For the crew, put a captain that raises weapon damage against hostiles in the captain’s chair, then fill the other seats with Offiziere that add damage or defense. Where to find the Suliban Cabal

The Suliban Cabal clusters in neutral space at warp 16 and 17. The lower levels sit in a small group of systems around Maclyyn, and the spread widens as the level climbs, reaching out to Ciara, Cillers, and Galorndon Core at the top end. Match your warp to the system you are targeting before you set out. Galorndon Core only carries the level 27 spawns, so head there when you want the toughest and highest-XP version. These are neutral targets, so killing them costs you no faction reputation and you can farm freely without touching your standing with the Federation, Klingonen, or Romulans.

Rewards and what it drops

Every Suliban Cabal kill pays out Parsteel, so this is a plain resource grind rather than a source of selten parts. Payouts land in the rough range of 528 to 1,261 per kill, scaling with the level you fight. Ship XP also rises with the level, so higher-level targets move your ship’s experience along faster. Because Parsteel is one of the easiest resources to stockpile, plenty of players fight the Suliban Cabal more for the ship XP and the quick Interceptor kills than for the material itself.

Suliban Cabal firing pattern

The Suliban Cabal fires a single Energy weapon every round and a pair of Kinetic weapons on alternating rounds. The Kinetic shots hit for more than double the Energy shot, so the rounds where both Kinetic weapons land are the ones that dent your ship hardest. Time any mitigation or repairs around those heavier rounds.

The Suliban in Star Trek

The Suliban were a stateless species introduced in Star Trek: Unternehmen. Most lived scattered across the galaxy after their homeworld became uninhabitable, but a faction called the Cabal took a darker path. Led by Silik, the Cabal accepted genetic enhancements from a shadowy benefactor operating out of the far future, part of the Temporal Cold War storyline. Those augmentations let Cabal soldiers stretch their limbs, camouflage their skin, and survive conditions that would kill an ordinary humanoid. On screen the Cabal served as recurring antagonists to Captain Archer’s crew, striking from hidden bases and slipping away before Starfleet could respond. Their small, fast cell ships could dock together into larger craft, which suits the quick Interceptor hull this hostile flies.

The Suliban Cabal is worth fighting when you need Parsteel and want to level a mid-tier Explorer at the same time. It drops no rare parts, so it is not a target you farm for gear, but the Parsteel and steady ship XP make it a useful stop while you push through the level 20s.
