Proceed with Caution is a story mission in Star Trek Fleet Command where you plant explosives around Tilly’s system. The game lists a recommended level of 25. It starts at warp 1 and needs warp 20 to complete, with every located step in Netron Alpha. You stop a scout ship of about 133,020 strength, plant the charges, and defeat 12 hostiles of level 23 or higher. The reward is 485,000 Parsteel, 15,000 Dilithium and nine 3 Hour Speed Ups, and it unlocks Caved In.

The first three steps happen in Netron Alpha: arrive, deal with the scout ship, then plant the charges. The kill objective names no system, so any hostile of level 23 or higher counts toward the 12. The mission completes when you return to your station.

All three have a recommended level of 25. A Particular Set of Skills is where you pick up the explosives, this mission is where you plant the charges, and Caved In finishes off Tilly’s forces.
Proceed with Caution pays back most of the 500,000 Parsteel donation from the mission before it.
Tips
Farm the 12 kills wherever is convenient. Any hostile of level 23 or higher counts, so you can pick them off close to home after planting the charges.
The scout ship is the only scripted fight. At about 133,020 it is close to the rival merc in the mission before, so the same ship will do.
