Every level sits at warp 24, so a single warp range covers the whole spread. Levels 31 to 35 stay in the Exchange systems and Karppinen, while the level 40 vault moves out to a group of frontier systems.

Is the Exchange Vault worth grinding?
If you are chasing Exchange Vault Loot or want ship XP in the level 31 to 40 band, the vault is worth running, but only with an armada behind you. Solo players will not clear it. Fill a full armada, match warp 24, and pick the highest-level vault your group can beat cleanly for the best loot and XP per run. If you cannot fill an armada, spend your energy on roaming hostiles instead.
