Penitent Man is a level 25 story mission in Star Trek Fleet Command where you convince Caddeck and his alliance to join the fight against the Borg. It opens at warp 1 and needs warp 13 to complete, and everything happens around Caddeck’s station on Paran in the Azha system. You fight a Borg Assailant at roughly 54,559 strength, then donate 500,000 Tritanium to repair the station’s defenses. The reward is 150 Premium Recruit Tokens and 99,000 Tritanium.
Penitent Man objectives

- Donate 500,000 Tritanium to repair the defenses of Caddeck’s station.
The mission starts with a trip to Paran, where Caddeck’s station sits in the Azha system. A Borg Assailant is already there, and beating it is the only fight in the mission.
The last step is a donation. You hand over 500,000 Tritanium to repair the station’s defenses, and the mission completes once it is paid. There is no return-to-station step.

Penitent Man can be accepted at warp 1 and no pickup system is named. Completing it needs warp 13, enough to reach Azha.
The recommended level is 25. The Borg Assailant at around 54,559 strength and the 500,000 Tritanium donation are the two things to prepare for.

Penitent Man follows We’re Going to Need a Bigger Boat, where you upgrade your station and prepare for the imminent Borg threat. The two share a recommended level of 25:

The earlier mission is mostly station work, with the Armada Control Center as its big build. Penitent Man is where the Borg threat turns into an actual fight, and its warp requirement drops to 13.
Tips
Stock the Tritanium before you leave. The 500,000 donation comes after the fight, and the mission will not complete until it is paid.
Bring a combat ship crewed for a single fight. The Borg Assailant is the only hostile, at roughly 54,559 strength.
