Moving Targets is a level 29 mission in Star Trek Fleet Command in which you fight off Romulan attacks in Seevor. It lists warp 1 to start and to finish, and it has two fights: a Romulanisch Ship and then a Romulan Commander. The reward is 43,000 Dilithium, 213,000 Tritanium and 1,448,000 Parsteel, and completing it unlocks How to Disappear Completely. For two fights and a trip home, it pays all three base Ressourcen, and it is a strong return at this level.
Moving Targets objectives

- Defeat the Romulan Ship. Location: Seevor (enemy strength ~296,419).
- Defeat the Romulan Commander. Location: Seevor (enemy strength ~133,290).

Both fights are in Seevor. The Romulan Ship comes first and is the stronger of the two; the Commander that follows is less than half its strength. Once both are down, you head home to finish.

The mission lists warp 1 to start and warp 1 to complete, with no pickup system. Seevor is the only system you need to reach.
The recommended level is 29. The Romulan Ship at about 296,419 strength is the real test.

Moving Targets is the only mission in this run with a listed warp of 1, and it pays far more Parsteel than any of its neighbours.
Tips
Repair after the Romulan Ship. It is the harder of the two fights, and the Commander follows straight after in the same system.
Although the listed warp is 1, you still have to reach Seevor. Treat the warp figure as a quirk of the listing and make sure your ship can get there.
The 1,448,000 Parsteel is the headline. Around level 29 that covers a real share of a building upgrade, so this is a mission worth clearing promptly rather than leaving in the queue.
