Vulnerable is part of the Dalen storyline in Star Trek Fleet Command, where you try to stop another attack on a colony. It starts at warp 1 and needs warp 19 to complete, and the game lists a recommended level of 1. You help the colony in Pasadoran, defeat 10 hostiles of level 26 or higher, then answer a Starfleet distress call in Mapic and destroy a Borg ship of about 204,300. The reward is 200 Ultra Recruit Tokens and 75 Premium Recruit Tokens, and it unlocks To Err is Human.
Vulnerable objectives

The first step is travel to Pasadoran. The kill objective names no system, so any hostile of level 26 or higher counts toward the 10. After that the distress call takes you to Mapic, where the Borg ship is the only scripted fight. The mission ends there, with no return step.

The mission is available from warp 1 and needs warp 19 to complete. Pasadoran is a neutral system, and Mapic is in Föderation Raum.
The recommended level is listed as 1. The real tests are the 10 kills at level 26 or higher and the Borg ship at about 204,300.

Vulnerable is the lighter mission of the three. Its Borg ship is well below the two 347,055 fights on either side, and it asks for fewer kills than The Shadow Descends. To Err is Human sends you back to Mapic for a stronger Borg ship.
Tips
Farm the 10 kills near home. Any hostile of level 26 or higher counts, so there is no need to stay in Pasadoran for them.
Repair before Mapic. The Borg ship is the last step, and you want to arrive at full health after the kill grind.
Spend the recruit tokens with a plan. Ultra Recruit Tokens are the more valuable of the two, and 200 is a useful batch at this stage.
