The story line says the upgrade gives you access to new and more powerful ships. There is one objective and no choice split:
- Upgrade the Shipyard to Level 23.
No system is named, no hostile is listed and nothing is donated. The mission completes when your Shipyard reaches level 23.
Where and what warp
Warp 1 to start and warp 1 to complete, with no pickup system. Everything happens on your station, so no ship has to leave dock.
The recommended level is listed as 1. The real gate is the Shipyard upgrade itself, including whatever building requirements that level has on your station.

The reward climbs at each step. Level 23 pays 30,000 more than Level 22, and Level 24 nearly doubles it again to 150,000. By Level 26 the payout is 400,000 Tritanium, five times what Level 23 gives.
Why the Shipyard matters here
The game describes the Shipyard as the building for ship construction: upgrading it gives access to more ships and speeds up ship construction. Its listed buffs raise ship construction speed and tier up speed with every level.
The Shipyard also gates Operations. In the listed building requirements, most Operations levels in the twenties need the Shipyard one level below them, for example Operations 25 asks for Shipyard 24 and Operations 26 asks for Shipyard 25. Keeping the Shipyard moving is what keeps your Operations upgrades unblocked.
Tips
Put the 80,000 Tritanium straight back into the station. Shipyard and Operations upgrades in this range both ask for Tritanium, and the next few station missions pay more each time.
Do not skip ahead in the sequence. These missions unlock one after another, so this one only appears after the Operations 24 mission and leads into the Dilithium Generator A mission.
