Upgrade Operations to Level 19 is a station upgrade mission in Star Trek Fleet Command. It has a single objective, raising your Operations building to level 19, and it needs warp 1 to start and to complete, so there is no travel and no fight. The game lists it at recommended level 1. The reward is 9,000 Tritanium and two 5 Minute Repair Speed Ups, which is double the Tritanium the upgrade costs.
Upgrade Operations to Level 19 objectives
There is one objective and no choice split:

The story line is the building’s own description: Operations houses the command center and the Station’s main computer. In the game’s words, upgrading Operations unlocks more buildings for construction, and this series of missions follows those upgrades one level at a time.
Where and what warp
No system is attached to the objective, and warp 1 is listed both to start and to complete. The work is done at your station. A recommended level of 1 means the mission itself has no level gate; the upgrade is the only requirement.
What Operations 19 asks for
Current game data lists this base cost and unboosted build time for Operations level 19:

The refined ore is the step up from the level before. Operations 18 asks for 500 2★ Common Refined Ore and 25 2★ Uncommon Refined Ore; level 19 doubles the common ore and quadruples the uncommon.

At this stage the Operations missions pay back more Tritanium than they cost, and level 20 pays far more than level 19. Level 20 also brings the bigger jump in requirements, with Refinery 19 and Defense Technologies 19 added to the list, and 5,000 2★ Common Refined Ore in its cost.
Tips
Check Ship Hangar 5 early. It is an easy level to overlook, and Operations 19 lists it next to Shipyard 18.
Save some of the Tritanium. The 9,000 you get back covers the 6,375 Tritanium that Operations 20 costs, with room to spare.
Start refining for level 20 now. Its 5,000 2★ Common Refined Ore is five times what level 19 needs.
The two 5 Minute Repair Speed Ups are best spent on a ship that is almost repaired.
