Upgrade Operations to Level 10 is a station-building mission in Star Trek Fleet Command. Its only objective is to raise your Operations building to level 10. The recommended level is 1, it needs warp 1 to start and to complete, and it pays 550 Tritanium and 6 1 Minute Repair Speed Ups. There is no travel and no fight. The mission rewards an upgrade you would make anyway, and the Tritanium it pays is more than the Tritanium the upgrade costs.
Upgrade Operations to Level 10 objectives
There is a single objective and no choice split:

The mission text describes Operations as the building that houses the command center and the Station’s main computer. The objective is complete once the level 10 upgrade finishes.
What the level 10 upgrade needs
The mission itself asks for nothing beyond the upgrade, but the upgrade has its own requirements. In the current building data, Operations level 10 costs 225 Tritanium and 15,000 Parsteel, and it needs three other buildings at a set level first:

These are base costs from the building data. If any of the three buildings is short of its level, the Operations upgrade cannot start until it catches up. Upgrading Operations also raises the Weapon Damage Bonus it gives all your ships, which reaches 10% at level 10 in the building data.
Where and what warp
This mission happens entirely at your station. It needs warp 1 to start and warp 1 to complete, and no system is involved. The recommended level is 1.

Tips
Line up the three prerequisite buildings before you start the Operations upgrade. Shipyard and Drydock B both need level 9, while the Astronautics Studio only needs level 5, so the first two are where most of the prep goes.
The reward more than covers the upgrade’s Tritanium bill. Level 10 costs 225 Tritanium and the mission pays 550, so you come out 325 Tritanium ahead. Parsteel is the resource to save for, at 15,000.
