What Prime Klingon Tribute does
The percentage amplifies every Klingon reputation swing you earn from hostiles, both up and down, while the daily claim adds a steady drip of reputation and credits on top. The top levels raise the daily claim sharply, which is where the line stops being a convenience and starts being an engine.
