Locus of Control is a single Section 31 mission in Star Trek Fleet Command, recommended for level 45. Sloan turns up on your bridge uninvited and offers a deal: Section 31 recon data in exchange for a base of operations on your station. You build the Recon Locus, rescue Sloan’s agents from Aggregation space, and learn the Aggregation Refinery loop. It starts at warp 1 and needs warp 100 to complete, and it pays a VIL Winn Adami shard plus a large bundle of Forbidden Tech materials and Recon Locus Schematics.
Locus of Control objectives
There are seven objectives and no choice split:
- Construct the Recon Locus building.
- Locate Sloan’s agents. Location: Finnikus.
- Destroy the Aggregation enforcer. Location: Finnikus. Enemy strength about 8.18 million.
- Collect 32000 Common Reclaimed Loot by destroying the Aggregation hostiles in the Finnikus system.
- Return to your Station.
- Exchange Common Reclaimed Loot into 2000 Common Aggregation Banners in the Aggregation Refinery.
- Use Common Aggregation Banners to claim a Common Bundle in the Aggregation Refinery.
Sloan hands over blueprints for the Recon Locus, a prototype that fits your station’s designs. Once it is built, the building needs staff, and Sloan knows a team that could use your help first: operatives in the Aggregation sector who were told to wait at Finnikus for extraction and may have been compromised. You find them, deal with the enforcer, and farm the local Aggregation hostiles for loot before heading home to the Refinery.
Where and what warp
No pickup system is listed, and the mission starts at warp 1. You need warp 100 to complete it, because the rescue and the loot farming are in Finnikus. The first objective and the last three happen on your station.
The recommended level is 45. The Aggregation enforcer, at about 8.18 million strength, is the one named fight; the loot objective then asks for repeated kills of Aggregation hostiles in the same system.

Tips
Build the Recon Locus before anything else. The mission cannot move past the first objective until the building is constructed, so check its requirements before you accept.
Budget time for the loot step. The objective asks for 32,000 Common Reclaimed Loot from destroying Aggregation hostiles in Finnikus, so stay in the system and keep fighting until the counter fills rather than making repeated trips at warp 100.
Do the Refinery steps as soon as you get home. The last two objectives turn the loot into 2,000 Common Aggregation Banners and then spend them on a Common Bundle. They cost no extra travel, and the mission completes once the bundle is claimed.
