Upgrade Operations to Level 16 is a station mission in Star Trek Fleet Command with one objective: raise Operations to level 16. It starts and finishes at warp 1, and the game lists a recommended level of 1, so the upgrade is the only real requirement. The reward is 6,000 Tritanium and two 5 Minute Repair Speed Ups. That is four times the Tritanium the level 16 upgrade costs, so the mission covers its own Tritanium bill with plenty left over.

The story line reads: Operations houses the Command center and the Station’s main computer. There is one objective and no choice split:

What Operations 16 needs
Current building data lists two requirements for level 16: Shipyard 15 and Defense Technologies 5.
The upgrade costs 81,600 Parsteel, 1,500 Tritanium, 500 Dilithium, 100 2★ Gemeinsame Refined Ore and 5 2★ Uncommon Refined Ore, and takes 1 day 16 hours unboosted. Level 16 is the first Operations level on this stretch to ask for 2★ Ungewöhnlich Refined Ore.
Operations 17, the next step, needs Shipyard 16 and Dilithium Vault 3, and costs 114,240 Parsteel and 2,100 Tritanium.

From level 16 to 19 the Tritanium rises by 1,000 per level while the speed ups stay at two 5 Minute ones. The big jump comes at level 20, which pays 35,000 Tritanium.
Where it sits in the station mission line
This mission follows Upgrade Schiffswerft: Stufe 15, which pays 3,000 Tritanium, and leads into Upgrade Defense Platform A: Level 7, which pays 1,300 Tritanium. At this stage the station missions alternate between Gebäude, and the Operations step pays the most of these three.
Tips
Upgrade Verteidigungstechnologien to 5 before you plan Operations 16. It is a requirement that is easy to miss next to the Shipyard.
