The Outpost Control Center is a station building for Independent operators that runs the Solo Outpost loop. It generates Material Fragments you trade for materials at the Outpost Refinery, and it strengthens your attacks on hostile Outposts with extra damage and loot. It unlocks once your Operations building reaches level 51 and upgrades all the way to level 80. If you play the Outpost game, this is the building that makes it pay.
What the Outpost Control Center does
The building has two jobs. First, it produces Material Fragments, a currency you collect from the building and spend in the Outpost Refinery for materials of your choice. Higher building levels unlock better exchange grades and rarities. You start with 5★ Uncommon at level 1, add 5★ Rare at level 20 and 5★ Epic at level 50, and open up the 6★ and 7★ exchanges as you climb, reaching 7★ Rare at level 75.
Second, it runs your Outpost fleets. Reaching level 40 adds a slot to your Outpost Fleet size, and level 67 unlocks an extra fleet preset so you can switch loadouts without rebuilding a crew. On top of that, the building carries a set of buffs that scale with its level:

The component loot buff raises the Common, Uncommon, and Rare Solo Outpost Components you pull from Solo Outpost Retaliation attacks, while the weapon damage buff applies to Outposts and their Retaliation ships. Both scale steeply, so every level you add makes your Outpost runs faster and more rewarding.
How to unlock the Outpost Control Center
The building becomes available once your Operations building reaches level 51. Placing the first level costs one Outpost Control Schematics and 29.71B Parsteel. After that you upgrade with Common Outpost Control Cores, and from level 55 upward you also spend Rare Outpost Control Cores. Operations keeps gating the build the whole way: levels 1 through 50 need Operations at level 51, then the top levels ask for more. Level 55 needs Operations 55, and each milestone after that matches your Operations level, up to Operations 80 for the building’s level 80.
Upgrade costs and build times
Early levels are quick and cheap. The cost and time climb sharply in the level 40 to 60 band, then the resource mix shifts to Rare Cores and Σ-Parsteel at the top. These are milestone rows; every level in between follows the same curve.

Taking the building from level 1 to level 80 runs to 1 Outpost Control Schematics, roughly 3,907T Parsteel, 773,540 Common Outpost Control Cores, 348,800 Rare Outpost Control Cores, and 6.29B Σ-Parsteel. The cumulative unboosted build time comes to about 34,496 days, so speedups and build-time reductions do a lot of the work at the higher levels.
How the Outpost Control Center fits your station
This is an established-station building. You cannot place it until Operations 51, so it belongs to the late game, and its whole purpose is to feed the Solo Outpost system. If you are not attacking Outposts and spending Material Fragments at the Refinery, it sits idle. If you are, it is a core piece of that economy.
The pacing rewards steady leveling rather than a rush to the top. Two levels earn their keep first: level 40 for the third fleet slot and level 67 for the extra preset. Beyond those, the refinery grade jumps at levels 20, 50, 60, and 75 decide how good your material exchanges get, and the loot and damage buffs make each Outpost attack pay more. The build times past level 45 stretch into months of real time unboosted, so plan your speedups around the levels that unlock a slot, a preset, or a better exchange grade.
Is the Outpost Control Center worth upgrading?
For a player invested in Solo Outposts, yes. It is the only source of Material Fragments, and its buffs to Outpost damage and component loot compound with every level. If you have not started the Outpost loop, hold off, since none of its output helps you until you do. For anyone farming Outposts, prioritize it up to the fleet-slot and preset milestones, then keep it moving as your resources and speedups allow.
