House Rules is a Star Trek Fleet Command story mission where you bring Kotahl back to Chang and appeal for his help in assembling a task force against the Borg. Chang wants proof of Kotahl’s combat ability first, so you escort Kotahl through two systems and clear ten hostiles in each before reporting back on Wesk. The mission starts at warp 1 and needs warp 19 to complete. The reward is 150 Premium Recruit Tokens and 150 5 Minute Repair Speed Ups.

The mission is a loop. Wesk, in the Phelan system, is where it starts and where you report back. In between, you take Kotahl to Koltiska and then Losti, and each stop asks for ten hostile kills in that system. With both batches done, you bring the proof back to Chang, then fly home to close the mission.

House Rules has no pickup system and starts at warp 1. It needs warp 19 to complete, which covers Phelan, Koltiska and Losti.
The game lists a recommended level of 1. The practical requirements are warp 19 and a ship that can handle twenty hostile kills split across two systems.

House Rules is one step in gathering allies against the Borg. Before it comes Ein hervorragendes Beispiel, where you bring Yara back to Starfleet with the same appeal. After it comes Reich der Asche, where you bring Meruth back to the Romulans.

Each mission recruits help from a different power: Starfleet, then the Klingonen through Chang, then the Romulans.
Tips
Kill the hostiles in the named systems. Both kill objectives are tied to a location, so the ten in Koltiska and the ten in Losti must be earned there.
The 150 small repair speed ups arrive at the end, so they will not help during the mission itself. Repair at your station before setting out if your ship is already damaged.
