Developing Minds is a level 62 station mission in Star Trek Fleet Command with a single objective: upgrade your R&D Department to level 62. It needs only warp 1 to start and finish, so the upgrade itself is the whole task. The reward is 5,875,000,000 Tritanium and 180,000 Raw Σ-Parsteel, and completing it unlocks The Secret of Violence. It pays well for an upgrade you need anyway.
Developing Minds objectives
With the quadrant sliding into violence, your officer recommends putting more into Research and Development. There is one objective and no choice split:
- Upgrade R&D Department to level 62.
No system, hostile or donation is involved. The mission completes the moment the F&E-Abteilung reaches level 62.

Warp 1 to start and warp 1 to complete, with no pickup system. The recommended level is 62, and the real gate is the building upgrade.

The step either side shows how fast the cost climbs. Level 61 lists 348,840 Σ-Parsteel and a base build time of about 57 days 19 hours, while level 63 jumps to 1,567,940 Σ-Parsteel and about 105 days 8 hours, and also asks for Dilithium Vault 63.

The missions on either side are also level 62 and also finish at warp 1. The warp jump comes two steps later, at Standoff.

Tips
Operations 62 should already be done. Ever Expanding, six missions earlier in the same story, asks for exactly that upgrade, so the only other prerequisite to check is Akademie 62.
Put the Tritanium straight back into the station. At almost 5.9 billion it is the largest Tritanium payout in this stretch of the story.
