The War Room is a Klingon-themed station building tied to the Order of Ko’tal, a secret order of warriors who fight to prove their honor. It unlocks once your Operations reaches level 20 and upgrades to level 70. Each level raises four combat bonuses: shield health, officer stats, isolytic damage, and the rewards you claim from Warchests. If you take part in its PvP loop, it earns a permanent place on your station.
What the War Room does
The War Room connects your account to the Order of Ko’tal and drives a Klingon PvP-and-rewards system. Every upgrade raises four separate bonuses that apply across your whole roster and fleet, so the building keeps paying off long after you place it.

The shield, officer, and isolytic buffs all start at level 1 and grow with every upgrade. The Warchest rewards bonus switches on at level 6 and lifts the average rewards you pull from claiming a Warchest, reaching 865% at the top level. All values are current as of the latest game data.
How to unlock the War Room
The War Room becomes available once your Operations building reaches level 20. That is the only requirement to place it at level 1, and the placement itself costs 1 Ruxi’s Missive and 800 Parsteel. It builds fast at the start, taking about 35 seconds for the first level.
Upgrade costs and build times
Costs stay modest through the teens, then climb steeply as Parsteel demand grows into the billions and trillions and the top levels start pulling Σ-Parsteel. Build times follow the same curve, so the later levels are long-haul projects rather than overnight jobs. The table below shows milestone levels; requirements resolve to your Operations level.

Emblem of Honor is the currency you spend on every level, so your progress here is paced by how much of it you earn from the War Room’s own PvP activity. The four buffs it grants are broad: shield health and officer stats help in every fight, PvP or PvE, while isolytic damage matters most against high-level targets that use isolytic mechanics. Because each Operations upgrade unlocks the next batch of War Room levels, this building tends to rise alongside your Operations rather than racing ahead of it.
Early levels are cheap and quick, so there is little reason to leave them sitting. The real decision is where to stop investing once Parsteel and Σ-Parsteel costs balloon. If you fight other players regularly, the shield and officer bonuses justify pushing well past the mid-levels. If you rarely PvP, the same resources may do more elsewhere on your station.
Is the War Room worth upgrading?
Yes for active PvP players. The shield health and officer stat bonuses reach thousands of percent and apply to your entire fleet and crew, which is hard to match from a single building. The Warchest rewards bonus feeds back into your combat progression, and the isolytic buff scales into the endgame. Casual and PvE-focused players can take it to a comfortable mid-level for the flat stat gains, then spend heavier upgrades where they play the most.
