Neutral in Star Trek Fleet Command means content that sits outside the Federation, Klingon and Romulan rivalry. Neutral missions do not move your reputation in any direction, neutral systems belong to nobody, and neutral ships can be built without picking a side.

That makes neutral content the safe ground while you are managing faction standing. If you are grinding toward a faction lock and cannot afford to lose points anywhere, this is where you go.

Why neutral content matters

Faction reputation is a balancing act. Building standing with one of the core three usually costs you standing with another, and dropping below Tolerated gets your ships attacked in that faction’s space. Neutral activity sidesteps all of it, because nothing here is scored.

Once you pass a lock the pressure eases, since your reputation can no longer fall below that point. Until then, neutral missions and systems are how you keep progressing without undoing work. The faction reputation page explains the ladder and where the five locks sit.

Neutral ships

These are the ships you can build without faction reputation. Neutral missions

Neutral star systems

907 systems on the wiki are neutral, which is more than the Federation, Klingon and Romulan territories combined. Nobody attacks you for being there and nothing you do in them costs reputation. See the neutral star systems archive.

Neutral hostiles

100 hostile pages are tagged neutral. Killing them does not raise or lower standing with anyone, which makes them the targets to grind when your reputation is where you want it. See neutral hostiles.
