Broken Promises and Empty Threats is a mission in the Discovery storyline of Star Trek Fleet Command where you stop the Vulcan logic extremists once and for all. It starts at warp 1 and needs warp 22 to complete, with every located step in the Tejat system. You defeat two Vulcan ships and repair one of them with 525,000 Tritanium. The mission has two reward paths: one pays speed ups, refined gas, a Peace Shield and Ship XP, the other pays 858,000 Parsteel, 127,000 Tritanium and 500 Premium Recruit Tokens.

The mission opens with one shared step, then asks how you want to deal with the Vulcan extremists:
- Find the Vulcan extremist base. Location: Tejat.
- Choose how to deal with the Vulcan extremists.
Path 1
- Defeat T’Laa. Location: Tejat. Enemy strength is about 153,150.
- Defeat V’Lev. Location: Tejat. Enemy strength is about 154,890.
- Repair V’Lev’s life support with 525,000 Tritanium.
Rewards for Path 1: 2 1 Day Speed Ups, 10 3★ Uncommon Refined Gas, 1 1 Day Peace Shield and 4,000 Ship XP.
Federation path
- Defeat T’Laa. Location: Tejat. Enemy strength is about 153,150.
- Defeat V’Lev. Location: Tejat. Enemy strength is about 154,890.
- Repair V’Lev’s life support with 525,000 Tritanium.
Rewards for the Federation path: 500 Premium Recruit Tokens, 858,000 Parsteel and 127,000 Tritanium.
The tasks are the same on both paths: two fights in Tejat and the same Tritanium donation. Only the rewards change.
Where and what warp
You can accept the mission at warp 1, but Tejat needs warp 22 to finish it. The game lists a recommended level of 1, which is not a useful guide here. The two fights at about 153,000 and 155,000 strength and the warp 22 trip are the real bar, and the 525,000 Tritanium repair has to come out of your stock.

On the Federation path, the 127,000 Tritanium reward gives back part of the 525,000 you spend on the repair. Path 1 pays no Tritanium, so the full 525,000 is a cost.

The mission before this one, A World of Grey, is where you first track the logic extremists. Both carry a listed level of 1:

The fights are about the same strength, so a ship that won A World of Grey can take this one on. The change is the extra warp and the Tritanium donation.
Tips
Stockpile 525,000 Tritanium before you leave for Tejat. The repair is on both paths, and you cannot finish without it.
Pick the path by what you need. The Federation path is the resource option, with 858,000 Parsteel and a partial Tritanium refund. Path 1 gives two full days of speed ups plus a 1 Day Peace Shield, which is handy if you want protection while you rebuild after the donation.
Repair between T’Laa and V’Lev if the first fight goes badly. They are back to back in the same system.
