It starts at warp 1 after <a href=\"https:\/\/star-trek-fleet-command.1337wiki.com\/de\/winds-of-change-i\/\">Winds of Change I<\/a> and needs warp 230 to complete. The defectors are in <a href=\"https:\/\/star-trek-fleet-command.1337wiki.com\/de\/elvros-47-romulanisch\/\">Elvros<\/a>, where a Tal Shiar ship at around 19.6 million strength tries to stop you, and the escort ends in <a href=\"https:\/\/star-trek-fleet-command.1337wiki.com\/de\/lyklaset\/\">Lyklaset<\/a>. The reward is 35,000 Officer XP and 900 3 Hour Speed Ups, and it unlocks <a href=\"https:\/\/star-trek-fleet-command.1337wiki.com\/de\/winds-of-change-iii\/\">Winds of Change III<\/a>.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Winds_of_Change_II_objectives\"><\/span>Winds of Change II objectives<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>There are four objectives and no choice split:<\/p>\n<ul>\n<li>Find the defectors. Location: Elvros.<\/li>\n<li>Collect the remaining defectors. Finding and collecting the defectors come first, but the Tal Shiar ship follows immediately in the same system.<\/p>\n<p>Put the Officer XP into the <a class=\"wpil_keyword_link\" href=\"https:\/\/star-trek-fleet-command.1337wiki.com\/de\/star-trek-fleet-command-officers\/\"   title=\"Star Trek Fleet Command Beamtinnen und Beamte\" data-wpil-keyword-link=\"linked\"  data-wpil-monitor-id=\"23001\">Offiziere<\/a> you use for combat. Winds of Change V, three missions on, has a fight at around 20.3 million on either path.<\/p>\n<p>The speed ups are a good match for the Parsteel-heavy upgrades that Parts III to V pay for.
