A second buff raises the base Apex Barrier your Relativity carries against Krenim Invading Entities, from 175 at unlock up to 16,000 at the top. The materials that unlock and feed the piece all pass through the Continuum refinery, where you exchange hostile loot and Chaos Tech Fragments into the currencies you need.
