Three more buffs switch on at later tiers and turn the piece into a dedicated anti-Outpost package. Fragments and rods come from the refinery, Q&#8217;s Trials, and the Store. This is an Epic Prototype piece, so it sits behind Epic-grade materials and a longer grind than a Common or Rare unlock. Put it on the ship you use to attack enemy Outposts, and give it priority if you go after Cardassian Outposts, since the base-damage and Apex Barrier buffs are tuned to Cardassian targets and their retaliation ships. It does nothing for mining, armadas, hostile grinding, or PvP away from Outposts, so keep it on your territory-war ship rather than a general hull. During the Dominion War era, the Obsidian Order, the Cardassian Union&#8217;s intelligence service, developed the device to hold Changelings in humanoid form. In 2371 Elim Garak used one on Odo during an interrogation. The field blocked Odo from reverting to his liquid state and caused severe pain, and it threatened his molecular cohesion, since he could not regenerate while it held him.
